General Overview
Bixal holds an active Monitoring, Evaluation, Learning & Strategic Information (MEL-SI) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with the United States Agency for International Development (USAID)/Uganda Mission. This 7-year, $60 million contract, awarded in February 2024, allows USAID/Uganda to procure our technical and advisory services for a broad range of data and learning needs.
The goal of the USAID MEL-SI IDIQ award is to strengthen performance management by generating a technical evidence base to guide the Mission’s programming. The MEL-SI IDIQ contract will support the Mission’s activities through the following objectives:- Objective 1: Provide technical support to the Mission and implementing partners to advance the objectives of the Country Development Cooperation Strategy (CDCS) through strengthening evidence-based programming.
- Objective 2: Implement and maintain a comprehensive performance management and reporting system for the USAID/Uganda Health and HIV/AIDS and orphans and vulnerable children (OVC) portfolios.
- Objective 3: Provide technical support to the strengthening of Government of Uganda (GOU) management information systems for OVC, including the Orphans and Vulnerable Children Management Information System (OVCMIS) and Child Wellbeing Management Information System (CWBMIS).
- Objective 4: Systematically analyze the effectiveness and sustainability of USAID/Uganda’s work in advancing national and or agency policy priorities including, but not limited to, gender equity and social inclusion, localization, climate resilience, and private sector engagement.
